Road Safety Specialists
We work with you to develop targeted, achievable, multidisciplinary safe system outcomes that will reduce crash risk.
Services
Road Design
Integrating Safe System principles into every stage of road design to reduce crash risk for all road users.
By combining design expertise, evidence-based analysis, and the consideration of road user behaviour and vehicle performance, we deliver practical and implementable design solutions that enhance safety, performance, and usability across the network.
Asset Management & Maintenance
Reduce network-wide crash risk through prioritising capital works and maintenance programs to mitigate infrastructure design or condition risks contributing to crash risk. We identify and prioritise infrastructure element items based on crash risk, creating an evidence-based approach to expenditure that also reduces crash risk.

David Milling
Director, Principal Road Safety Consultant
Masters of Engineering (civil & transport), Accredited senior/lead Road Safety Auditor, 20+ years experience

David is passionate about converting knowledge into practical solutions that improve road safety. He has a Master's of Engineering (Civil and Transport) is an accredited Senior Road Safety Auditor with over two decades of experience across government, consulting, and research. He has led the development of technical guidance, safety strategies, and major research programs to develop new approaches to provide safe and accessible road networks. Prior to establishing RSDH, David spent 17 years at the Australian Road Research Board (ARRB) and the National Transport Research Organisation (NTRO) in state and national leadership roles in road safety, road design, heavy vehicle access and asset management.
A specialist in Safe System thinking, David works across disciplines and sectors to design outcomes that exceed a 'consulting approach' but provide tailored, targeted solutions to reduce crash risk. His expertise is leveraging first principles knowledge, analysis of historical crash data, predictive risk data, traffic and speed data to identify crash trends and risk to provide proactive, prioritised actions and evidence-based programs that reduce crash risk.

We bring in these experts when we require their expertise to provide you with the highest quality outcome. This approach enables us to provide cost-effective, high quality services.

The RSDH Difference
At RSDH, road safety is more than a profession it’s a lifelong commitment to transforming research into real-world impact. Founded and led by David Milling, one of Australia’s foremost road safety engineering experts, who brings his 20+ years of experience from RoadTek, Transport and Main Roads QLD, the Australian Road Research Board (ARRB) / National Transport Research Organisation (NTRO) where he held state and national leadership roles in road safety and safer asset management performance. David has extensive experience in leading Austroads research projects in road design and road safety, whilst also leading the National Asset Centre of Excellence (NACOE) road safety research program.
What sets RSDH apart is our ability to bridge the gap between research, policy, and delivery. Having helped shape Australian Standards and national guidelines, and delivered training to practitioners across government, industry, and academia, we offer a rare combination of policy influence, technical rigour, and on the ground experience. Whether developing network safety plans, auditing complex intersections, or designing heavy vehicle access routes, our passion lies in helping clients move beyond compliance to create safer, smarter, and more resilient transport networks that save lives.
